(I) Geographical Location
In October 2015, the State Council officially approved the merger between Zhabei District and Jing’an District for the consolidation of the new Jing’an District. With a permanent population of 1.07 million and an area of 37 square kilometers, Jing’an District has jurisdiction over 13 sub-districts, one town and 276 neighborhood (village) committees. Named after the ancient Jing’an Temple in the region, “Jing’an” is located in downtown Shanghai and adjacent to the city’s six districts. With long history, good environment, developed business, innovative vitality, an d convenient transportation and communication, Jing’an serves as a major window for the rest of the world to know Shanghai.
(II) Administrative Divisions
The jurisdiction of the People’s Government of Jing’an District includes 13 sub-districts and one town, namely Jing’an Temple Sub-district, Caojiadu Sub-district, Jiangning Road Sub-district, Shimen Road Number Two Sub-district, West Nanjing Road Sub-district, West Tianmu Road Sub-district, Beizhan Sub-district, Baoshan Road Sub-district, West Zhijiang Road Sub-district, Gonghexin Road Sub-district, Daning Road Sub-district, Pengpu Xincun Sub-district, Linfen Road Sub-district, and Pengpu Town. There are 276 residential committees in total in the district.
1. Brief Historical Summary
Jing’an District is named after the historical Jing’an Temple in the region. The part of today’s Jing’an to the north of Wusong River (ancient watercourse) once was governed by Kunshan County until 1217, the tenth year of the Jiading Era in the Southern Song Dynasty, and later by Jiading County and Baoshan County. And the part to the south of Wusong River was governed by Huating County until 1291, the 28th year of the Zhiyuan Era in the Yuan Dynasty, and by Shanghai County later and throughout the Ming and Qing dynasties. Qiujiang River once was the boundary river between Shanghai County and Baoshan County, but in the early years of the Republic of China it was filled up for road construction. In 1863, the second year of the Tongzhi Era in the Qing Dynasty, the central and southern part of today’s Jing’an District was used as an American concession and later was merged into the Shanghai International Settlement. In 1899, the 25th year of the Guangxu reign, the southern part of today’s Jing’an was largely merged into the western area of the Shanghai International Settlement. In 1900, the 26th year of the Guangxu reign, to resist the expansion of concession, gentry-merchants in Zhabei established Zhabei Engineering Administration and opened commercial ports. In 1914, the French concession expanded with the merger of the regions south of Changbang Road (Middle Yan’an Road) and Xujiahui Road (Huashan Road). At that time, the southern part of today’s Jing’an belonged to the French concession and Shanghai International Settlement, while the northern part was mainly Chinese-controlled. In July 1927, the Shanghai Special Municipal Government took over 17 cities and townships which one year later were all renamed as districts, including the former Zhabei City. In the 1930s, the Empire of Japan launched two major operations against Shanghai (the Shanghai War of 1932 and the Battle of Shanghai in 1937) which almost ruined Zhabei, then a well-known shanty town of the city. In 1937, during the fall of Shanghai, the Japanese puppet regime transferred the management of Zhabei District to the Administration Department of Zhabei and then to the Administrative Office of North Shanghai. Before the outbreak of the Pacific War, Shanghai International Settlement became an “isolated island.” By the victory over Japan in 1945, the regions of today’s Jing’an were partly and respectively affiliated to the 10th, the 11th, the 12th, the 14th and the 15th District. In 1947, the 14th District was renamed as Zhabei District and the 15th District as Beizhan District. On May 30, 1949, the Shanghai Municipal Military Control Commission took over Jing’an District and later renamed it as Jing’an Temple District. On June 28, 1950, the name of Jing’an District was put into use again. In the early years of the People’s Republic of China, the regions of today’s Jing’an fell under the respective jurisdiction of then districts of Jing’an, Xincheng, Jiangning, Zhabei and Beizhan. In 1956, the municipal government of Shanghai made changes to administrative divisions, merging Beizhan District into Zhabei District, and repealing Jing’an District and splitting it into two parts; the part east of Fumin Road and Changde Road was merged into Xincheng and the west part into Changning. In January 1960, the administrative divisions were adjusted again with the repeal of Xincheng and Jiangning, and the new establishment of Jing’an District which consisted of the region of Xincheng west of North Chengdu Road, the whole Jiangning, and the region of Changning east of Zhenning Road. In November 2015, the CPC Shanghai Municipal Committee and Shanghai Municipal People’s Government issued the Reply of the State Council on the Regional Adjustment of Administrative Divisions of Shanghai City, a document on the merger of Jing’an and Zhabei. In March 2016, the merger was completed, marking the consolidation of the new Jing’an District.
(1) Jing’an Temple Sub-district
Located southwest of Jing’an District, Jing’an Temple District stretches from Fumin Road and Changde Road in the east to Zhenning Road in the west, and from Changle Road in the south to Wanhangdu Road and Xinzha Road in the north. The total area is 1.57 square kilometers. With dense buildings, convenient transportation and talents clusters, the sub-district is famous across the municipality. There are many historical and cultural sites in the region, including the ancient Jing’an Temple and the Paramount which is dubbed the “first ballroom in the Far East.” Historical figures once lived here such as Cai Yuanpei, Eileen Chang and Zhou Xinfang. And today’s demographics reveal a high education level and a residential popularity with intellectuals, celebrities, and returned overseas Chinese and their relatives. In terms of public facilities of healthcare, culture and education, there are Huashan Hospital, Huadong Hospital, the Cultural Hall, Shixi Middle School and so on. Jing’an Temple Sub-district has been awarded with many national or municipal honorary titles for its exemplary role in fostering civilization, community harmony, community education, culture and urban sports, as well as dealing with affairs concerning overseas Chinese. Currently, there are ten municipal-level civilized residential blocks and 12 district-level ones.
(2) Caojiadu Sub-district
Caojiadu Sub-district stretches from Jiaozhou Road in the east to Changning Road and Jiangsu Road in the west, and from West Wuding Road and Xinzha Road in the south to Changshou Road and Anyuan Road in the north, covering a total area of 1.5 square kilometers. At the intersection of Changning, Putuo and Jing’an, Caojiadu is very geologically prominent in the west of Shanghai. South Wuning Road serves as an important channel connecting the downtown area and the regions in the middle part of the city and beyond. In recent years, Caojiadu has seen obvious improvement in urban environment and citizens’ civilized behaviors, in the wake of continuous community building and social progress. A major residential base in the downtown, Caojiadu is the seat of many high-end living quarters, with Hitech Plaza and Yueda Commerce Building as iconic frontiers of smart office buildings. Over the years, Caojiadu has already become an award-winning sub-district with a long list of national honors in community education, public reading, mass sports and learning families, as well as municipal honors in civilization, learning community, food safety, public security, healthy community and senior care. Currently, there are nine municipal-level civilized residential blocks and 32 district-level ones in Caojiadu.
(3) Jiangning Road Sub-district
North of Jing’an District, Jiangning Road Sub-district stretches from Taixing Road and West Suzhouhe Road in the east to Jiaozhou Road in the west, and from West Beijing Road in the south to Anyuan Road in the north, covering an area of 1.84 square kilometers. It is the seat of the People’s Government of Jing’an District. The sub-district is well equipped with social facilities. Shanghai Culture Commercial Building, Children’s Hospital of Shanghai, and Shanghai Stomatological Hospital are all based here, as well as Jing’an District center hospital, library, sports center and workers’ club. Adjacent to Putuo District, Anyuan Road is close to the Jade Buddha Temple, serving as an important passage in Buddhism tourism. The area of green space within the sub-district is up to 170,000 square kilometers, including 10,000 square meters of the sample section of West Suzhouhe and 3,000 square meters of Changping Road, both Class A green spaces. The sub-district has been rated as a civilized community of Shanghai. Currently, there are seven municipal-level civilized residential blocks and 19 district-level ones in the sub-district.
(4) Shimen Road Number Two Sub-district
Shimen Road Number Two Sub-district stretches from North Chengdu Road in the east to Jiangning Road, Wuding Road and Taixing Road in the west, and from the bustling West Nanjing Road in the south to South Suzhou Road in the north, covering an area of 1.09 square kilometers. In history, the regions of today’s Shimen Road Number Two Sub-district were architecturally dominated by the traditional style Shikumen, with a small proportion of garden residences and new-style lanes and alleys. The sub-district enjoys convenient transportation and business prosperity with a high density of brand shops and cultural resources. It is the seat of some municipal authorities, tourist attractions, brand shops and large groups, such as Shanghai Natural History Museum, Shanghai Political Consultative Conference, Shanghai Xian Dai Architectural Design (Group) Co., Ltd., and Westgate Mall. As a part of the traditional urban area, Shimen Road Number Two Sub-district is also a place of many historical buildings and sites. The particularly famous ones among those sites include St. Theresa Catholic Church, the Jewish Club, the site of the CPC Songpu Special Committee, the former residence of peasant movement leader Peng Pai, and the site of Secretariat of China Labor Association. In the wake of accelerated reconstruction, Shimen Road Number Two Sub-district has seen many new constructions in recent years such as Jing’an Sculpture Park, Butterfly Bay, and the Community Center for Cultural Activities. Those cultural and service facilities provide citizens with large space of recreation and exercise, further deepening the neighborly relations among citizens.
(5) West Nanjing Road Sub-district
Southeast of Jing’an District and at the downtown area of Shanghai, West Nanjing Road Sub-district stretches from South Shaanxi Road and North Chengdu Road in the east to Fumin Road and Changde Road in the west, and stretches to Changle Road and Middle Yan’an Road in the south. It is one of the protection areas of early-modern architectures in Shanghai and also one of the first batch of sub-districts rated as civilized communities in the city. Within the sub-district, there are many municipal authorities such as the municipal cultural bureau, the municipal committee of the Communist Youth League, the municipal farm bureau and the municipal office of overseas Chinese affairs, news media like Shanghai Television, Shanghai Film & TV Technology Center, Wenhui Daily and Xinmin Evening News, early-modern architectures like the Hardoon Garden (today’s Shanghai Exhibition Center), and revolutionary sites such as the former residence of Mao Zedong in Weihai Road, the site of the CPC’s Second National Congress, and the site of the Shanghai office of the Eighth Route Army. The sub-district is well-known for commercial prosperity. Around the neighborhood of Nanjing Road, there are a large number of brand stores and century-old shops, as well as modern commercial buildings such as Westgate Mall, CITIC Square and Plaza 66. With many famous brands, the historical and cultural roads North Shaanxi Road, Wujiang Road and Qinghai Road are almost always crowded with domestic and foreign tourists. In particular, Shanghai Center, Shanghai Exhibition Center and Kerry Center together constitute a high-end business center. West Nanjing Road Sub-district has become an important showcase of high-end business district in Jing’an District.
(6) West Tianmu Road Sub-district
West Tianmu Road Sub-district stretches from North-South Elevated Road, Datong Road and Pushan Road in the east, and borders Putuo District along the Suzhou River in the southwest and North Zhongshan Road in the north, covering an area of 1.94 square kilometers. The sub-district is naturally divided into the northern and southern parts by a railway which goes through it. The southern part is dominated by newly-built commercial buildings, while the northern part by old residential blocks. There are two municipal transport hubs namely Shanghai Railway Station and Shanghai Intercity Bus Terminal, and more than 50 business buildings including old buildings for self-employed traders like the Buyecheng mobile phone market. The sub-district is a certificated municipal civilized community. Currently, there are six municipal-level civilized residential blocks and nine district-level ones in the sub-district.
(7) Beizhan Sub-district
Beizhan Sub-district is located within the cultural and recreational business belt area along the Suzhou River—one of the belts in the “One Axis and Three Belts” strategic layout of Jing’an District. The sub-district borders North Henan Road and Luofu Road in the east, North-South Elevated Road and West Tianmu Road Sub-district in the west, the Suzhou River in the south, and West Zhijiang Road Sub-district and Baoshan Road Sub-district in the north with a railway as the boundary. The total area is 1.99 square kilometers (including waters). Situated within the core area of the Suhewan region, the Beizhan Sub-district enjoys convenient transport. And local business landmarks include Joy City and Qipu Road Clothing Wholesale Market. With a long history and profound accumulation, the Beizhan region is a place of many historical sites such as the site of Shanghai General Chamber of Commerce, the former residence of Wu Changshuo, the site of the International Mixed Court, and the Memorial Hall of the Central Authorities after the Third National Congress of the CPC. In the 1920s and the 1930s, the regions of today’s Beizhan Sub-district were even dubbed the Shanghai version of the “Along the River During the Qingming Festival” painting. The newly-built Sihang Warehouse War Memorial Hall and Jinyuan Memorial Plaza have become bases of patriotic education. Currently, there are seven municipal-level civilized residential blocks and 18 district-level ones in the sub-district.
(8) Baoshan Road Sub-district
In the middle of Jing’an District, Baoshan Road Sub-district borders East Baoxing Road and Hongkou District in the east and North Zhongshan Road in the north, and stretches to North Xizang Road in the west and the Shanghai Metro Line 3 in the south. Within the inner zone and with Suhe River in the south and Daning to the north, Baoshan Road Sub-district is located at the intersection of the cultural and recreational business belt area along the Suzhou River and the city-industry integration area on the both sides of the Middle Ring Road. The total area is 1.62 square kilometers. Within the sub-district, there are rich resources of education and health care, including 12 kindergartens and primary and middle schools, and four medical institutions including Shanghai Municipal Hospital of Traditional Chinese Medicine and Hongci Children’s Hospital. Dubbed the “red Baoshan,” the sub-district is home to 12 revolutionary sites including the former residence of Deng Zhongxia and the sites of the Commercial Press, the Oriental Library, Huzhou Provincial Guild, and Sanzengli. In recent years, the gradual construction of a batch of high-end commercial residential buildings has made Baoshan Road Sub-district a new community of quality, harmony and livability. Currently, there are 13 municipal-level civilized residential blocks and 34 district-level ones in the sub-district.
(9) West Zhijiang Road Sub-district
In the middle and south of Jing’an District, West Zhijiang Road Sub-district borders Baoshan Road Sub-district with North Xizang Road in the east, West Tianmu Road Sub-district with Datong Road and Pushan Road in the west, and Gonghexin Road Sub-district with North Zhongshan Road in the north, and stretches to railways in the south. The total area is 1.64 square kilometers. Formerly known as Fenghuo Sub-district, it was renamed as current name in 1987. In November 1996, the sub-district expanded after the merger with the former Qiujiang Road Sub-district. It is a traditional urban area which is evolving, developing and progressing. Within the sub-district, there are developed facilities which support communities. Business landmarks include the Prince Department Store (former Xinxin Department Store) in Zhonghuaxin Road and the Mayflower Life Plaza in West Zhijiang Road. The “one-stop” shopping experience has enlivened the commercial atmosphere across the sub-district. Based here are schools including Jing’an Education College, Shibei Senior high School Affiliated to Shanghai University, Shanghai Yangbo Middle School and Shibei Junior High School, as well as sports and cultural sites like Jing’an District Fitness Center and Youth Center. The sub-district has been awarded for its exemplary role in fostering a learning atmosphere among families, as well as community education and civilization.
(10) Gonghexin Road Sub-district
Gonghexin Road District stretches from North Zhongshan Road in the south to Yanchang Road and Laohutai Road in the north, and borders Hongkou District with West Baoxing Road and North Baoxing Road in the east, and Putuo District with Hutai Road in the west. Going through from south to north, Gonghexin Road separates the sub-district into two parts. The sub-district covers a total area of about 2.72 square kilometers. The sub-district features the commerce and culture of tea. Zhabei Park and Songyuan Tea House are sites of traditional tea culture, while Daning International Tea City and Difute International Tea Culture Square are modern and fashionable. An influential brand of tea culture has been established. The sub-district is honored as a civilized community, the first community in Shanghai with “zero illegal multiple dwelling,” and the hometown of traditional folk arts in Shanghai.
(11) Daning Road Sub-district
Located in the middle and north of Jing’an District, Daning Road Sub-district covers an area of 6.24 square kilometers. The sub-district is characteristic in the following aspects: First, the strategic location of the city-industry integration belt on the both sides of the Middle Ring Road is prominent. Under the district layout of “One Axis and Three Belts,” Daning is situated within the city-industry integration belt around the Middle Ring Road, together with the northern regions of the city. The sub-district itself features a distinctive layout of the “dual drive,” namely the eastern drive of the cluster of cultural and creative industries around Shanghai University and the western drive of the business centers with Life Hub and Jiuguang Department Store as representatives. The overall objective is to continuously drive the interactive development among industrial parks, commercial blocks, university campuses and residential communities, and to set a livable and business-friendly example in Shanghai. Second, the resources of joint development are rich. With a considerable number of hospitals, universities, commercial blocks, military camps and industrial parks, the sub-district is well established as a new community with integrated functions such as residence, commerce, business and cultural recreation. Third, there is demand diversity among residents. The regions south of Gonghexin and Guangzhong roads are dominated by old neighborhoods, while those north of the roads are built with a batch of new residential developments. Community management and services are diversified.
(12) Pengpu Xincun Sub-district
Northwest of Jing’an District, Pengpu Xincun Sub-district stretches from Lingnan Road in the east to Dongjiaojing River in the west, and from Middle Linchang Road and Zoumatang River in the south to Gongkang Road and a corridor of high voltage electricity in the north. Bordering Baoshan District in the north and west, the sub-district covers an area of 3.81 square kilometers. Named after the mother river Pengyuepu River, the sub-district is a super-size residential zone mainly inhabited by the wage-earning class. The construction of the sub-district was started in the 1950s and generally completed in the 1990s, and the 1970s and the 1980s saw a period of great development. Within the sub-district, there are centers for community cultural activities, comprehensive senior care, volunteer services, comprehensive dealing of matters, grid management, and the Party construction services, as well as 29 educational institutions, eight nursing homes, two hospitals and one community health service center. Currently, there are 17 municipal-level civilized residential blocks and 23 district-level ones in the sub-district.
(13) Linfen Road Sub-district
The northernmost part of Jing’an District, Linfen Road Sub-district borders Hongkou District in the east, Pengpu Xincun Sub-district in the west, Daning Road Sub-district in the south, and Baoshan District in the north. Covering an area of 2.12 square kilometers, it is a pure immigrant-type residential zone.
The decades of relentless exploration and innovation have made the sub-district a happy home for industrious people and a showcase of the city’s achievements in grassroots Party construction and community improvements. The sub-district has been awarded more than 100 national and municipal honorary titles including those in political education, grassroots Party organization, civilization, community culture, community security, community harmony, grassroots construction of the Women’s Federation, and the contribution to the Expo 2010. Many former and incumbent leaders of the central government and the CPC have visited the sub-district including Jiang Zemin, Hu Jintao, Wu Bangguo, Wen Jiabao, Jia Qinglin, Yu Zhengsheng, Li Changchun, Liu Yunshan and Qiao Shi.
(14) Pengpu Town
North of Jing’an District, Pengpu Town stretches from Wanrong Road in the east to Hutai Road in the west, and from Laohutai Road in the south to Changzhong Road in the north, covering an area of 7.88 square kilometers. Over the history of development, Pengpu has set four precedents: one of the first towns in China with an output value of RMB 100 million, the first place in Shanghai to implement the early retirement system for farmers and to realize a 100% hukou transition of rural residents to urban residents, and one of the first batch of the country’s “folk art hometowns.” Pengpu boasts a profound accumulation of folk cultures, especially in photography. For four years in a row, Pengpu has been titled a “hometown of folk culture (photography)” in China by the Ministry of Culture. Rich in cultural resources, the town is the seat of Daning Lingshi Park which is the largest park in the urban regions west of the Huangpu River, the centuries-old Baohua Temple, and 15 educational institutions including Shanghai Xinzhong Senior High School. In recent years, the town has made coordinated social and economic progresses with active market players. And a cluster of national parks have been established including Shanghai Multimedia Valley and Pengpu Industrial Park of the National Public Inspection and Testing Service Platform Demonstration Area. The town has been awarded many honorary titles for its exemplary role in community civilization and security, as well as fostering a learning atmosphere among residents and bolstering civilian support for the army and the government. Currently, there are 18 municipal-level civilized residential blocks and 29 district-level ones in the sub-district.
II. Economic Development
1. Economic Strength
In 2017, the gross income of the tax revenue reached RMB 68.559 billion, a year-on-year growth of 5.77%; the general public budget revenue was RMB 23.28 billion, a year-on-year growth of 8.48%, ranking the top among central urban areas in terms of absolute value and growing rate; the total retail sales of consumer goods realized RMB 72.3 billion, a year-on-year growth of 16%; the total fixed asset investment reached RMB 31 billion.
2. Industrial Characteristics
Jing’an is the seat of West Nanjing Road and Shibei Hi-tech Park, which respectively is one of the most prosperous central business districts in Shanghai and a successful case of transition among downtown areas in the city. Like West Nanjing Road, Daning is also a municipal business zone, together with district-level commercial centers Caojiadu and Suhewan. In terms of economy, there are complete industrial chains, obvious south-north differentiation, diverse forms of business, and a whole range of industries. The headquarters economy, the commercial real estate economy and the export-oriented economy are all in full swing. Jing’an is a hotspot of high-end commercial real estates including Kerry Center, Wheelock Square, Plaza 66, Westgate Mall, CITIC Square, InterContinental Shanghai Puxi, Joy City and Kerry Everbright City. In 2017, commercial real estate accounted for 59.46% of the district’s total tax revenue; in particular, 67 buildings each paid taxes of more than RMB 100 million annually and 8 buildings even paid taxes of more than RMB 100 million monthly in average. The booming of Jing’an in commercial real estate has attracted a large batch of transnational corporations, regional headquarters and international enterprises. At present, 70 companies involving transnational corporations and regional headquarters have been settled in Jing’an. Maintaining a sound development momentum on foreign-related business, Jing’an District has attracted the foreign direct investment with contract value of USD 1.018 billion; the foreign-related business has witnessed a gross income of tax revenue of RMB 34.976 billion, accounting for 51.02% of that of the whole district.
3. Modern Service Industry
Trade service brands
There are many trade service brands in Jing’an. West Nanjing Road is economically influential over its neighboring streets including the famous leisure and entertainment street at Wujiang Road which was awarded “China Characteristic Business Street” in 2012. With a cluster of time-honored or self-owned brands, North Shaanxi Road was titled “China Time-honored Brand, Shanghai No. 1 Street” in 2009 by the Time-honored Brand Committee of China General Chamber of Commerce. Plaza 66, Kerry Center, Westgate Mall, CITIC Square, Jiuguang Department Store and Réel Department Store have become representative architectures of high-end commerce. In 2017, the trade service industry contributed taxes of RMB 17.584 billion.
Cluster of professional service headquarters
The professional service industry is of great importance for Jing’an to integrate with Shanghai’s strategic positioning as a city of “four centers.” Under open and efficient market circumstances, Jing’an has aggregated a considerable number of domestic and international enterprises professional in legal services, accounting audit, business consulting, investment management, human resources, and testing and certification. So far, many remarkable industrial parks have been established such as Shanghai Human Resources Service Industry Park and the country’s first National Public Inspection and Testing Service Platform Demonstration Area. In 2017, the professional service industry contributed taxes of RMB 13.449 billion.
Innovation and expansion of the financial service industry
Jing’an is home to scores of securities companies and divisions, as well as investment companies such as JPMorgan Chase and Morgan Stanley. To restructure the financial industry and explore the development of new finance, Jing’an has introduced a batch of innovative financial institutions like Christie’s, Haitong-Fortis, OCBC Capital, and Citadel Overseas Investment (one of the first QDLP enterprises in Shanghai). Companies like SAIC Finance and Shanghai Electric Group Finance also have contributed to the integrative development of the industry. In 2017, 8 key financial institutions were introduced, and the financial service industry contributed a tax revenue of RMB 8.8 billion.
Improved influence of cultural and creative industries
As a highland of the city’s cultural and creative industries featuring in the post production of film and television, the International Film and Television Industry Park at the Rim of Shanghai University is set to become a hotspot and a drive of the cultural prosperity and development of the city. With Changping Road as the main axis, the belt area of the cultural and creative industries in Jing’an has demonstrated a preliminary cluster effect in the consumption, R&D, exhibition and launch of domestic and international fashion brands. Focusing on Shanghai Media and Entertainment Group and Shanghai United Media Group, the culture and media street at Weihai Road constantly attracts the settlement of multinational media and advertising companies. With Nanjing Road and Huashan Road as the central axis, the Modern Drama Valley has become a famous cluster area of modern drama in the country. In 2017, cultural and creative industries contributed taxes of RMB 4.052 billion.
Growth of the information technology industry
Relying on policies and carriers including Shanghai’s cloud computing industry base, big data base, national digital media base, and homemade basic software base, Jing’an has aggregated a batch of leading enterprises and facilitated the cluster development of big data, cloud computing and urban rail transit signal industries. In 2017, Shanghai Big Data Alliance, Jing’an Service Center was in official operation; the Innovation Research Institute of Big Data Application was founded; 35 big data enterprises and 76 enterprises involved in other information technologies were introduced; the information technology service industry contributed taxes of RMB 4.417 billion in total.
III Social Undertakings
At present, Jing’an District has 196 various educational units, including 169 state-run educational institutions. There are 52 middle schools, 45 primary schools, 86 nurseries and kindergartens, one full-time higher vocational school, one spare-time college and two secondary vocational schools. Currently, Jing’an District has 7 municipal experimental model schools, 9 municipal model kindergartens as well as one school district, 9 education groups and 8 schools with Shanghai’s new superior projects for the compulsory education. In Jing’an District, there are more than 10,000 faculties and 90,000 students. It enjoys high domestic popularity because of such educational brands as success education, teahouse teaching, happy education, creativity-oriented education, low-structure activity exploration, game education and community education. Jing’an District has been awarded with six “first prizes of the state-level teaching achievements in basic education”, and successively cultivated six senior primary and middle school teachers and 10 Shanghai’s teaching models (including nominees). In addition, it has won following honorary titles, such as “National Advanced Area for Preschool Education”, “National Advanced Area for Special Education”, “National Demonstration Area for Community Education”, “National Experimental Area for Activity Course Teaching” and “National Experimental Area for Information Technology Education”. During the period of the “13th Five-year Plan”, Jing’an District, aiming at realizing higher-quality education internationalization and higher-level educational modernization, will build clusters for high-quality education, high-end school brands and demonstration schools for future education.

Jing’an District has firmly boosted the work regarding scientific and technological innovation, followed the development concepts of “innovation, coordination, green, opening up and sharing”, spared no efforts to implement the innovation-driven development strategy, continuously optimized the ecological environment of “popular entrepreneurship and innovation”, deeply linked to the construction of Shanghai science and technology innovation center, focused on building dynamic urban area for innovation and entrepreneurship and actively explored new paths for innovation development of central urban area. In Jing’an District, technology-based economy has seen good and fast development. Enterprise innovation ability has witnessed significant growth. The maker space construction has been forged ahead steadily. Transformation of scientific & technological parks has obtained remarkable results. Technology-based financial system has been improved constantly. A large number of innovation talents in science and technology area have gathered here. Obvious effects have been gained from regional scientific and technological innovation.
3 Cultural Service
Jing’an District has enhanced input and investment in cultural undertakings, fully implemented the strategic deployment of “deepening cultural construction and building a strong cultural district” as well as the spirit of district working meeting about culture, consolidated achievements regarding demonstration projects of the national public cultural service system and demonstration district of Shanghai’s public cultural service system, optimized the urban landscape of cultural facilities, innovated the public cultural service mechanism and deepened the construction of “ten-minute public cultural circle”. Jing’an District has also focused on improving the construction of the “three-tier public cultural service network” consisting of one district culture center, 14 sub-district (town) community culture centers and over 275 activity rooms of neighborhood committees and getting through the “last mile” of public cultural service. In 2016, Jing’an District newly built 10 grass-root cultural service sites and two 24-hour self-service libraries and input another mobile service car for readers. In addition, Jing’an District has constantly strengthened supply of public cultural service, perfected government purchasing service mechanism and public culture distribution mechanism, integrated professionals and cultural volunteers of municipal and district professional art groups and cultural organizations. In the form of government purchasing, Jing’an District, in 2016, provided 300 cultural instructors, 220 lectures, shows and exhibitions, 750 public films, 15,400 books and over 5,000-class-hour cultural training for communities and more high-quality public cultural services for residents within it.
Jing’an District won the titles of “National Advanced Area of Cultural Relics” in 2009 and “National Advanced Cultural Area” in 2001. In 2013, North Shaanxi Road in Jing’an District was awarded as “China’s Famous Historical and Cultural Street”. In 2015, Jing’an District Office Against Pornography and Illegal Publications was awarded as “National Advanced Group Against Pornography and Illegal Publications”. In 2016, Jing’an District was successfully listed into the second batch of demonstration districts of Shanghai’s public cultural service system. “Citizens’ Theater” and “Digital Distribution and Interaction Service System of Public Culture” (Intelligence Culture Service Platform) were included into the second batch of demonstration projects of Shanghai’s public cultural service system.
Jing’an District has adhered to the working concepts that “sports is people’s livelihood, culture, spirit and service”, boosted the construction of “15-minute sports circle” which is citizen-friendly, convenient and favorable for people and constantly improved software and hardware environment for sports and fitness of citizens. So far, Jing’an District has well-established public sports facilities, consisting of 639 community fitness sites, 43 fitness centers of neighboring committees, 9 sub-district fitness centers, 23 public playgrounds, 31 fitness trails, 11 fitness rooms in office buildings, Jing’an Sports & Fitness Center, Jing’an Gymnasium, Jing’an Nationwide Fitness Center, Jing’an Tennis Stadium and Jing’an Workers Stadium. The “intelligent sports” service platform, consisting of the mobile APP “sports Jing’an” and the delivery service of “you order, I deliver”, provides public sports service upon request of citizens, such as delivering information about sports ground, fitness guidance, sports equipment and sports events. Within the district, more than 2,700 sports instructors and over 1,500 fitness teams are active in sub-districts, communities and office buildings. Every year, Jing’an District organizes more than 400 various mass sports events, including “Square Sports Week Competition”, “Jing’an Competition” - Shanghai Fencing Challenge and Shanghai (Jing’an) Go Tournament. Jing’an District annually undertakes high-standard international and domestic sports events, including FIE Foil Grand Prix Shanghai, Shanghai International Marathon, Shanghai Jing’an Suzhou River International Canoe Marathon and national championships, facilitating Jing’an to expand its sports influence increasingly. Jing’an District provides training about over 20 sports, like football, volleyball, swimming, shooting and table tennis. Now, there are 2,263 registered teenager athletes within the district.
5 Medical Service
As of the end of 2016, Jing’an District had 251 medical and health organizations, including 40 hospitals (9 Class III hospitals, 12 Class II hospitals and 19 other hospitals), 14 community health service centers and 64 community health service stations. By relying on famous Grade A Class III hospitals like Jing’an District Centre Hospital of Shanghai, Huadong Hospital, Children’s Hospital of Shanghai, Shanghai First Maternity and Infant Hospital within it, Shanghai Tenth People’s Hospital and Shanghai Municipal Hospital of Traditional Chinese Medicine, Jing’an District will keep improving the medical treatment partnership system to make residents enjoy faster and more convenient professional medical treatment service. Jing’an District will build Jing’an District Centre Hospital of Shanghai, Jing’an District Zhabei Centre Hospital and Shibei Hospital into regional medical treatment centers in southern, middle and northern parts of New Jing’an District, respectively, for providing residents with superior medical treatment about commonly-seen and frequently-occurring diseases. Furthermore, Jing’an District will continue to boost the comprehensive reform of community health care, promote family physician mode and provide health care management service for contracted residents. With respect to high degree of aging, Jing’an District will increase allocation of deficient medical resources such as recovery and nursing for the aged. Through Shanghai No.3 Rehabilitation Hospital, Shanghai No.4 Rehabilitation Hospital and community rehabilitation hospitals, Jing’an District will strengthen the service mode of combination of medical care and elderly care and enhance the service ability for elderly care.
6 Characteristic Tourism
As for tourism, Jing’an District will highlight integration of trade, culture, sports, travel, shopping, entertainment and focus on enhancing cultural soft power of the urban area so as to build Jing’an into a new benchmark of central urban area and new development highlight in Shanghai. Highlighting “water resources, culture, green development and talents”, Jing’an District will create an international Jing’an and a promised land, characterized by “more abundant cultural tourism resources, more superior hardware facilities, stronger business and consumption capabilities and higher-quality convenient service”, to attract tourists from all over the world. As of the end of 2016, Jing’an District had 23 star hotels, including 5 five-star hotels (including one platinum five-star hotel), 11 four-star hotels, 5 three-star hotels and 2 two-star hotels. It also had 262 travel agencies (including 30 agencies engaging in outbound travel) and 2 grade A scenic areas.
Jing’an Temple: Located at No. 1686, West Nanjing Road, it is a famous ancient temple. Since Yuan and Ming Dynasties, it has been a place of interest in Shanghai and formed the cultural status integrating Buddhism and folk customs. Jing’an Temple has three major buildings, namely Mahavira Hall, Hall of Heavenly Kings and Hall of the Three Saints. Built in the style before the Ming Dynasty, it is magnificent and grand. In the past, Jing’an Temple had “eight attractions”, i.e. the “Stone of the Three Kingdoms”, the “Junipers of the Chen Dynasty” planted during the Northern and Southern Dynasties, the “Shrimp Pond” originally built by the great monk Zhiyan Yixing, the “Discourse Stand” built by Zhong Yi during the Southern Song Dynasty, the “Bubbling Spring” in boiling well, the “Green Cloud Cave” - abbot's quarter built by Shou Ning, the “Reed Ferry - ancient ferry of Wusong River and “Wusong River Fortress” which was used for defensing pirates during the Eastern Jin Dynasty. In addition, famous pictures of Zhu Da, a famous painter of the Ming Dynasty as well as authentic cursive masterpiece “Song of the Lute Player” by Wen Zhengming, a famous painter and calligrapher of Ming Dynasty, are stored in Jing’an Temple.
Site Memorial of the Second National Congress of CPC: Located at No.30, Lane 7, Old North Chengdu Road, it covers a floor area of 2,282 m2, consisting of lobby, exhibition hall of the Second CPC National Congress, exhibition hall of course of party constitution, exhibition hall of the former site of Shanghai Civilian Girl’s School, temporary exhibition hall and the site of the Second CPC National Congress as well as former site of People’s Publishing House. More than 400 precious historical materials are exhibited, including literature, real objects and materials. Through modern multi-media tools like LED scroll film, wall-mounted sand table, hologram and AR interaction, extraordinary years of the Communist Party of China in early period after its founding have been really reappeared. After many years of operation, the memorial hall has gradually build characteristic brands, such as “Menu Service” (visiting a memorial hall of party history, attending a special party class, participating in an exchange meeting and watching a revolutionary film), “experience tour of Shanghai Citizen Female College” and “serial exhibition”.
Shanghai Sihang Warehouse Battle Memorial: Located at No.1, Guangfu Road, i.e. in the west of the former site of previous Sihang Warehouse, it covers a floor area of 3,800 m2, with the first and second floors being permanent exhibition halls and the third floor being a temporary exhibition hall. The memorial is characterized by the well-known “Sihang Warehouse Battle” and divided into four parts, “engaging in fierce battle in Shanghai”, “defending Sihang”, “fighting alone” and “immortal milestone”. In terms of display design, regular forms like layout and real objects and display methods like fight scenes, sand table models, miniature landscape boxes, paintings, sculptures, interactive games and films have brought visitors brand-new experience and feeling. The memorial highlights three features, “site, battle and commemoration”. As a professional venue integrating social education, display, publicity, academic research and collection & storage, the memorial reveals the overall positioning of “a new base for patriotism education, a new platform for cross-straits exchanges and new inheritance of Suhe River culture”.
Daning Lingshi Park: Located at No.288, West Guangzhong Road, it starts from Gonghexin Road in the east and stretches to Hutai Road in the west and to Daning Road in the south and near Lingshi Road and West Guangzhong Road in the north. With an area of 680,000 m2, it is the largest park in western Shanghai. Pengyuepu River, a tributary of Huangpu River, runs through the park and divides the park into three parts, namely east area, west area and central area. The three areas are of different natural landforms and landscapes. The east area, themed by water, features lake embankment, landscapes and aquatic-terrestrial wetland. Within the area, there is an artificial lake covering an area of 70,000 m2 and an artificial beach with an area of over 3,000 m2. In the central area, there is a unique landscape in Shanghai - bog garden. The west area is characterized by forest and European style attractions. The park has three entrances, i.e. East Entrance in the northeast, Mountain Entrance (also called West Entrance) in the northwest and Water Entrance in the south by west. At East Entrance and West Entrance, there are large open squares, good choices for citizens to have a rest and gather together.
Jing’an Sculpture Park: Located in the east of Jing’an District, Shanghai, the park stretches to North Chengdu Road in the east, West Beijing Road in the south, Shimen No.2 Road in the west and Shanhaiguan Road in the north. It covers an area of around 65,000 m2 and enjoys convenient transportation like metro line 2 and line 13. As an open city park, Jing’an Sculpture Park consists of six landscape areas: 1) Entrance square; 2) Mobile exhibition gallery; 3) Central square; 4) Michelia alba landscape area; 5) Plum Garden and 6) Small landscapes. As the main line of the park, the mobile exhibition gallery connects all theme landscape areas. Various creative sculptures are placed in relevant landscape areas in a relatively concentrated and organized way to form distinctive spaces for citizens’ leisure and recreation and art edification, becoming a model combining park and greenbelt and cultural facilities in central urban area of Shanghai.
IV Urban Construction
1 Urban Area Planning
Jing’an has determined the objective of “International Jing’an, A Promised Land” and vigorously implemented the district development strategy of “one axis and three belts”. “One axis” means that Jing’an District is building a compound development axis connecting the south and north and featuring sharing and mutual integration to coordinate regional development, play an important role in regional traffic connection, resources linkage, industrial complementation, cultural integration and quality coordination, connect traffic to form an effective, fast and convenient channel connecting the south and north; to link with high-end business clusters, innovative and creative industry parks as well as hi-tech industrial bases so as to create linkage and scale effects of regional and industrial development; to give play to cultural integration and boost exchange and integration of characteristic culture such as red culture, Shanghai-style culture and screen culture; and to coordinate quality in an all-round way to promote appearance of urban areas, road landscapes and overall improvement of citizens’ life quality. For “three belts”, the first one is “high-end business clustering belt on both sides of West Nanjing Road”. It is required that Jing’an District should actively make the utmost of its location advantages as the central node on the west-east development axis of Shanghai, highlight “internationalization, high-end development and superior quality”, focus on developing the industrial system represented by high-end business and constructing modern urban living quarters and build the most representative region of the modern international metropolis of Shanghai. The second one is the “cultural and recreational business belt along the Suzhou River”. Jing’an District should highlight “water resources, culture, green development and talents” and four functions such as culture creativity, business and trade, leisure tourism as well as ecological and livable environment to build the new landmark of the central urban area of Shanghai. The third one is the “city-industry integration belt on the both sides of the Middle Ring Road”. Jing’an District should actively undertake the function of the Middle Ring Road as “golden corridor”, highlight “innovation & creativity and city-industry integration”, stick to the pattern of development on both sides and boost linkage development of industrial parks, commercial blocks, university campuses and communities to create the demonstration district suitable for living and working in Shanghai. By well implementing the strategy, Jing’an District will strive to realize the grand blueprint of “International Jing’an, A Promised Land” and boost Jing’an to become a new landmark of the central urban area and new development highlight of Shanghai.
2 Environmental Protection
Jing’an District strives to build environmental protection system and ecological civilization construction system suitable for modern international urban area, implements the three-year action plan on environmental protection and construction, the clean air action plan and the water pollution prevention and control plan and strengthens comprehensive control and delicacy management. The ambient air quality has been improved. The average dustfall content has gradually reduced. The average ambient noise within the district has been up to the national Grade II standard for the functional area. Water environment treatment has seen obvious effects. Water quality of main waterways has been steadily improved. Jing’an District strengthens environmental supervision and law enforcement and effectively guarantees environmental safety. Achievements of “flowing dust pollution control demonstration areas” and “up-to-standard noise-control areas” have been further consolidated. Jing’an District also follows the green development concept, boosts demonstrative work like low-carbon development and construction, enhances publicity of environmental protection, and widely carries out environmental protection activities such as recycling of electronic waste. People’s environmental awareness has been increased.
3 Traffic Environment
Jing’an District boasts superior location and convenient traffic extending in all directions, with the traffic network consisting of railway, viaduct, metro and bus. It enjoys a laudatory title of “North Gate on Land”. Within the district, there is Shanghai Railway Station, five long-distance bus stations including SH LDT Central Bus Station and Hutai Road Long-Distance Bus Station and several metro lines including Metro Line 1, Line 2, Line 3, Line 4, Line 7, Line 8, Line 12 and Line 13. In addition, there are viaducts such as Yan'an Road Viaduct, North-South Viaduct, Inner Ring Viaduct and Middle Ring Viaduct and traffic hubs like Jing'an Temple Station and Middle Ring Gonghexin Road Transport Hub, providing convenience for air travel and transfer.
4 Reconstruction of Old Area
Jing’an has set old area reconstruction as an important initiative to boost urban renewal and improve people’s housing and livelihood, strictly implemented the policy regarding old area construction, adhered to the principles of “transparency, justice and fair” and actively promoted housing expropriation. In 2017, expropriation of 7 plots was launched, benefiting 6,015 households accumulatively through renovation.
Guided by the strategy of “one axis and three belts”, we will unify system of old area reconstruction, integrate all resources and deeply boost old area reconstruction to promote development and improve housing conditions so as to lay a solid foundation for regional economic and social construction, thus to achieve the overall objective of “International Jing’an, A Promised Land”.
5 Urban Appearance Management
Jing’an District has good urban appearance, classical and exquisite landscapes and lights. In 2016, Jing’an District took the first place in citizens’ satisfaction evaluation on urban appearance in Shanghai.
Since 2011 when Shanghai launched a new round of domestic waste sorting, Jing’an District has finished sorting and collection of domestic waste of 916 communities, 116 schools, 43 food markets, 10 parks, 44 government departments and 98 enterprises and public institutions, accumulatively covering 336,000 households. Sorting of domestic waste, kitchen waste, food market waste, greening waste and decoration waste has guaranteed harmless and resourceful treatment of various wastes.
As one of the first 26 demonstration areas for domestic waste sorting in China, Jing’an District has been a pioneer in Shanghai to try the “green account” incentive mechanism so as to motivate residents to take active in sorting of dry and wet wastes and further to increase efficiency of residents’ source sorting. By the end of 2016, 230,200 households had registered the green account. Jing’an District has played a demonstrative and leading role in Shanghai’s exploration and improvement of positive and incentive-oriented mode for domestic waste sorting.
For Jing’an District, its greening features “smallness, exquisiteness and high standard”. Jing’an District has made vigorous efforts to develop public green land, perfected green space layout at various levels and improved ecological environment. Jing’an District is the first area in Shanghai to develop three-dimensional greening, such as roof greening, window sill and balcony greening, greening at road, lane, door, window and verge, tracery wall and flower street to optimize urban landscapes and enhance the green looking ratio. By adhering to scientific greening, Jing’an District has established a plant waste recycling system, promoted ecological control of water in parks, improved green land soil and promoted application of garden machine. In addition, Jing’an District has boosted economical use of land resources, tactfully and overcome short comings of such municipal facilities as pump station, power station and waste transfer station to develop high-quality green land. Jing’an District has also built such brands as Jing'an International Sculpture Project and Tulip Show in Daning Park to promote park culture and activities. At present, Jing’an District has gradually perfected the green environment featuring “harmonious ecology, good conditions, beautiful landscapes and distinctive characteristics” and strived to create the first-class urban ecological space suitable for living and working.
In 2017, various types of green space were constructed, occupying an area of 134,200 m2. Within the district, there are 13 parks, including Jing’an Park, Jing’an Sculpture Park, Zhabei Park, Daning Park, Square Park, Xikang Park, Jiaotong Park, Pengpu Park, Lingnan Park and Sanquan Park. The total area of park reached 1,061,000 m2.
V People's Livelihood Guarantee
1 Aging Undertakings
Jing’an District steadily builds the social pension service system, protects rights and interests of the aged and improves their life standard. In addition, Jing’an District constantly improves the home-based care service system, creates the six-in-one “life circle of senior citizens” and boosts the construction of “community suitable for senior citizens”. In 2017, 6 community comprehensive service centers for the aged and 5 elderly homes were newly established; 16 standardized entertainment rooms for the aged and service stations for elder caring were newly constructed and reconstructed. Moreover, the elderly home has realized the full coverage in sub-districts. In order to enhance the fundamental status of home-based care service, Jing'an District has provided this service for 35,533 seniors; by further promoting the combination of medical care and pension, community health service organizations and community care supporting agencies have seen a contracted service rate of 100%. With the comprehensive implementation of unified demand assessment of the aged caring, 6,163 seniors have completed the assessment; Jing'an District provided caring services for 2,004 disabled elders.
2 Social Relief
Jing’an District always adheres to the principles of “taking people as essence, solving problems for people and serving people” to carry out social relief. Focusing on “five combinations”, Jing’an District seriously fulfills its duties, further strengthens its advantages, makes efforts to overcome shortcomings, constantly improves social relief system, comprehensively implements relief policies like life relief, medical aid and assistance for people returning Shanghai after supporting the inland, actively promotes “one-stop” medical aid service and the pilot work of “assistance difficulty”, persists in “guaranteeing basic relief, covering a wide range and conducting at multi-layer” and makes social relief more accurate, practical and scientific so as to guarantee basic life of people in straitened circumstances, promote social fair and maintain social harmony.

In 2017, by vigorously encouraging entrepreneurship and promoting employment, 2,650 people with particular difficulties have obtained employment, and 830 people have realized entrepreneurship with the assistance of the district.

4 Work Related to Disabled Persons
Jing’an District has one district-level demonstrative “sunshine base”, one district-level demonstrative “sunshine house”, 14 sub-district-level “sunshine houses” and 9 “sunshine bases” and 13 “sunshine gardens”, including 6 demonstrative ones in Shanghai. In addition, it has 14 service centers of assistive devices for the disabled, including four demonstrative ones in Shanghai. Jing’an District has basically realized that all handicapped residents with certificate have enjoyed rehabilitation service and the handicapped with employability and employment desire have fully got employed, and the life relief, welfare allowances and relevant guarantee policies for the handicapped have been comprehensively implemented.
Jing’an District has been successively awarded with following titles: “National Advanced Area for Serving the Disabled”, “National Demonstration Community for Rehabilitation of the Disabled”, “National Demonstration Community for Serving the Disabled”, “National Advanced Unit of Mass Sports”, “Advanced Unit of Special Association of China Disabled Persons’ Federation” and “Advanced Unit of China Association of the Deaf and Hard of Hearing”. 5 Community Construction
Based on the principles of “clear responsibilities, unified rights and liabilities, coordinated operation, legitimacy and efficiency”, Jing’an District has combed through overlapping functions, adjusted internal structure of sub-district and set up “six centers” in 14 sub-districts and towns within it. “Community Affairs Service Center” has basically formed the operation mode of “one-counter handling, one-department management and one-door service”. “Community Cultural Activity Center” integrates community education, cultural leisure, health care service and physical fitness to actively explore socialized operation mode. “Community Health Service Center” provides medical treatment and public health service (prevention, rehabilitation and health) and has a professional link with Class II and Class III hospitals within the district. “Community Service Center for Party Building” provides service for community party organizations and party members. “Comprehensive Urban Networking Management Center” inspects and discovers various comprehensive urban management problems within the district, and commands and coordinates relevant law enforcement teams to conduct joint law enforcement. “Community Comprehensive Management Center” investigates and solves conflicts and disputes within the community, implements construction of the public security prevention and control system and fulfills the duty of comprehensive management of public security.

In 2007, Jing’an District became the pioneer in Shanghai to build the “1+5+X” hub-type management mode of social organization, established the working mechanism of government purchasing public services of social organizations and released the Jing’an-based and Shanghai-oriented incentive mechanism on special fund for development of social organizations. In addition, based on people’s demands and through government purchasing service, project operation and “linkage of community, social organization and social worker”, Jing’an District has focused on transforming the service management mode, motivated vigor of social organizations, developed and cultivated a great number of social organizations. By the end of 2016, Jing’an District had 972 social organizations, including 19 social organizations at 5A level, 46 social organizations at 4A level and 87 social organizations at 3A level, mainly in such fields as social service, education, sports, culture, industrial and business service, scientific research and health. At present, social organizations have been an important force to participate in social management and promote social harmony. In 2013, “1+5+X” hub party building and white collar unions were included in the Chinese Social Construction Dictionary. In 2014, Jing’an District won the title of “National Innovative Demonstration Area of Social Organization Construction”.
